With this tcl you can do that by saving your users birth date and let the eggdrop do the celebration by setting the channel topic and showing them on channel a random birthday wish on join or on message once every 1 hour

ASN & country lookup & Blacklist functions
An ASN is a collection of IP routing prefixes. It is generally the same for all IPs of any organization, network operator, or domain with the same external routing policy.
With this TCL you can view the SYSTEM number for IP's, the country, the IP class,the autonomous system name.
You can also add to blacklist the AS numbers and BAN onjoin users or GLINE on connect ones, if their IP are part of the blacklisted system number.
You also have an exempt option to add some IP's as exception. The users will not get banned or glined.
